There are plenty of good people in Aceh still, I'm sure, but with new Laws like these you should really take extra precautions. I just got back from Banda Aceh, I was there at the end of Jan 2015. I was apprehensive about going there because of sharia law etc. I actually read this post looking for answers so I thought I should list my findings. We had no problems what so ever. I dressed modestly (long pants, covering t-shirt) I had a scarf in my side bag just encase but never needed it. We spent a day walking around the city, we to the tsunami museum which was a really good experience. People were super friendly and in the main park (which is very close to the tsunami museum) there were men running in shorts. The city is a lovely place to visit. The park has a lively atmosphere in the afternoons - people drinking coconut water and other sugary drinks.

There are also monuments to thanks all the countries which helped to fund the re-building. We didnt stay over night here so cannot comment on accommodation as we got the night bus in the evening and otherwise stayed on Puala Weh.
